Just click download latest archive and save that ZIP file wherever you want. I'm writing this in February of 2022, so maybe its back up by the time you're downloading it. This would be where you'd get the game files normally if valve weren't asshats cautious with their intellectual property. Make sure that you have at least 20 GB of free space left on your hard drive, otherwise you're wasting your time here (and for people with multiple drives, make sure whichever one has steam installed to it is the one with enough free space).
